                           Vacancy Announcement (2 Positions)

 NATIONAL COALITION ON GAS FLARING AND OIL SPILLS IN THE NIGER DELTA (NACGOND) is a partnership of twenty member civil society groups that seek to address the lingering environmental degradation associated with oil spill, gas flare and illegal oil bunkering in the Niger Delta. It is also a vehicle that civil society groups can use to proactively suggest tangible solutions to the key issues surrounding oil spills and gas flaring. NACGOND’s major approach is grounded in research and evidence based advocacy, which aims to ensure that issues of oil spills and gas flaring are immediately fixed, however they are caused.

NACGOND is currently advertising for the following positions to work in our Port Harcourt Office on a 5-year advocacy project:

  1. Finance and Admin Manager

Role: The Finance Manager will report to the NACGOND Coordinator and the Central Working Committee (CWC). The successful candidate will be a hands-on and participative manager and will ensure implementing partners adhere to standards required for effective project financial management while seeking to strengthen internal systems and institutional capacity of partners. The Finance Manager will support the following areas: finance, internal systems and controls, budgeting and financial administration of the project.

  • Analyze and present financial reports in an accurate and timely manner; clearly communicate monthly and annual financial statements; collate financial reporting materials for all donor segments, and oversee all financial, project/program and grants accounting.
  • Coordinate and lead the annual audit process, liaise with external auditors and Management; assess any changes necessary.
  • Oversee and lead annual budgeting and planning process in conjunction with the NACGOND Coordinator and the Secretariat; administer and review all financial plans and budgets; monitor progress and changes and keep senior leadership team abreast of the organization’s financial status.
  • Manage organizational cash flow and forecasting.
  • Effectively communicate and present the critical financial matters to the Central Working Committee (CWC).


  • Minimum of a Post graduate degree ideally with an MBA/CPA/ACA or related degree/certification
  • Spoken and written fluency in English –
  • At least 10 years of overall professional experience; ideally 6+ years of broad financial and operations management experience.
  • Strong oral and written communications skills;
  • Proven experience supporting and managing multi-year projects as a contracting authority
  • The ideal candidate has experience of final responsibility for the quality and content of all financial data, reporting and audit coordination for either a division or significant program area, Ability to translate financial concepts to – and to effectively collaborate with — programmatic and fundraising colleagues who do not necessarily have finance backgrounds
  • A good track record in donor reporting and grants management
  • IT skills: word, excel, accounting software such as QuickBooks and online communication skills;
  • Technology savvy with experience selecting and overseeing software installations and managing relationships with software vendors; knowledge of accounting and reporting software
  • A successful track record in setting priorities; keen analytic, organization and problem solving skills which support and enable sound decision making

Role: The Program Manager will report to the Coordinator, and ensure the strategic direction of the NACGOND 5-year project, focusing on management, supervision and quality control of the full cycle of programming from formulation to project delivery and reporting by implementing partners.

The Program Manager will be required to perform the following tasks:


  • Strategic oversight of planning, budgeting and implementing of the project, tracking use of financial resources and timely achievements of project objectives;
  • Setting up milestones and targets for the project and constant monitoring and project quality control,; and constant monitoring and analysis of the project environment, making recommendations for readjustments on a monthly and quarterly basis;
  • Create an  effective and participatory M&E system through assisting in drafting of key documents of strategic and operational M&E by implementing partners
  • Regular aggregating and analysing reports and project documentation on project activities, outcomes and impact by implementing partners
  • Lead on the strategic and operational planning process and prepare drafts of key strategic and operational planning documents, in close cooperation with the NACGOND secretariat, implementing partners and the Central Working Committee (CWC).
  • Coordinate revision of the project strategy with key project stakeholders/implementing partners to ensure an updated and shared understanding of the strategy and accountability to project beneficiaries;


  • Minimum of a post graduate degree in Social Sciences, International Development, or Environmental Science
  • 5-10 years’ experience in programme management for multi-year projects with considerable experience in developing effective and participatory M&E systems
  • Substantive knowledge of environmental challenges in the Niger Delta is required with considerable understanding of the national legal frameworks and policies that govern the oil and gas sector
  • The candidate should be resident in the Niger Delta, preferably Port Harcourt and be willing to travel extensively as and when required
  • Must possess excellent analytical and report writing skills with a mastery of oral and written communications techniques sufficient to ensure effective coordination of implementing partners strategies and activities as well as guide the development of effective public awareness campaigns on environmental issues in the Niger Delta.
  • Experience in working with/for an issue-based coalition is desirable
  • A multi-tasker with the ability to wear many hats in a fast-paced environment
  • Personal qualities of integrity, credibility, and dedication to the mission of NACGOND
